Circles vs the Business API

Circles vs the WhatsApp Business API: official, built for business numbers

Every AI answer calls Meta's WhatsApp Business Platform "the official way". It is official, and for a business messaging its customers it is the right tool. It cannot see the chats on your phone: your groups, your history or your number.

Choose the WhatsApp Business Platform (Cloud API) if you are a business messaging customers from a business number, at volume, with templates: it is Meta's official route. Choose Circles if you want your AI agent to read your own personal chats, groups and history, which the Business API cannot do at all. Circles has Free, Starter $9.90 and Pro $29 a month (as of October 2026).

Why the Business API cannot read your WhatsApp

The Business Platform is a channel between a business number and its customers. It starts nearly empty: messages arrive at your webhook from the moment the number is on the API, though Meta's Coexistence onboarding can import up to six months of one-to-one history; groups are not covered. There is no call that returns the chats on your personal phone, the groups you are in, or years of history, because none of that lives on a business number.

The groups support is a limited Groups API for businesses. It does not reach the groups you belong to. Meta's Business Tools MCP manages the account (numbers, templates, webhooks) and does not read conversations.

Circles links your existing personal number as a linked device, the way WhatsApp Web does, and serves the chats you choose to your agent. Your phone keeps working as before.

General-purpose AI assistants: barred since 15 January 2026

From 15 January 2026, Meta's Business Solution terms bar "AI Providers" whose primary function is a general-purpose assistant. ChatGPT, Copilot and Perplexity left WhatsApp as a result. Business bots that serve a company's own customers remain allowed.

On 9 June 2026 the European Commission ordered Meta to restore access for rival assistants in the EEA, on an interim basis, and ChatGPT returned to WhatsApp in the EEA on 13 July 2026. Outside the EEA, the bar stands as of October 2026.

That policy governs the Business Platform. It is one more reason the Business API cannot let Claude or ChatGPT read your WhatsApp. More in ChatGPT left WhatsApp outside the EEA: what works now.

Where the Business API is the better choice

  • It is official and sanctioned. Circles connects as an unofficial linked device.
  • Messaging customers at scale. Notifications, support and marketing to many people, with templates. Circles never broadcasts and caps sends per day.
  • Automation platforms speak it. Zapier, Make, n8n's native node, Composio, Pipedream and Twilio all use the Business Platform.
  • A team and a business number. If customers should write to the company itself, this is the channel.

If you are a business messaging customers at volume, use the Business Platform.

Where Circles is the better choice

  • Your chats, your groups, your history. Circles reads the chats on your own number, as much as WhatsApp syncs, often years of them. The Business API cannot read them.
  • Simple to start. Circles needs no Meta verification, templates or second number, and it has no 24-hour window or per-message fees.
  • Your phone stays as it is. Same number, same WhatsApp app, no change for the people you talk to.
  • Agent-ready. Voice notes arrive as text (Hebrew and English), files on request, senders by name.
  • One address and an approval to connect Claude, ChatGPT or Codex, one tap and a send for Instinct, with per-chat permissions.

The trade-off is the one stated above: Circles connects as an unofficial linked device, which WhatsApp's terms do not authorise. It reads by default, caps sends and never broadcasts. No one can promise WhatsApp will never disconnect a linked device.

Using both

They do different jobs, so some people use both. A small business can run its customer channel on a business number through the Business Platform, while the owner uses Circles so Claude can catch up on the supplier groups, the accountant's PDFs and the family chat on their personal number. If your business already runs on your personal number, read Circles for a small business on a personal number.

Questions and answers

Can the WhatsApp Business API read my personal chats?

No. It works only with a business number and sees only messages sent to that number from the moment it joins the API, plus up to six months of one-to-one history if Meta's Coexistence onboarding imports it; groups are not covered. To let an agent read your personal chats, Circles links your existing number as a linked device.

Do I need WhatsApp Business to connect WhatsApp to Claude or ChatGPT?

No. Circles uses your personal WhatsApp. Claude and ChatGPT connect to Circles by address with an approval, and see only the chats you leave open.

How much does the WhatsApp Business API cost?

Since 1 July 2025 Meta charges per message, by category and recipient country, with service messages free inside the 24-hour window. Circles has flat plans, Free, Starter $9.90 or Pro $29 a month, with no per-message fees, as of October 2026.

Is there an official WhatsApp MCP?

Meta has a WhatsApp Business Tools MCP in beta, for managing business accounts, numbers, templates and webhooks. It has no tool for reading message history and does not work with a personal number.

Why did ChatGPT leave WhatsApp?

From 15 January 2026 Meta's Business Solution terms bar general-purpose AI assistants. ChatGPT returned in the EEA on 13 July 2026 after an EU order. What works now.

Is Circles allowed by WhatsApp?

No personal-number tool is: linked-device access by an unofficial client is outside WhatsApp's terms. Circles is open about that, reads by default, caps sends and never broadcasts.
